Starter Account and Pet Battles

I paid my coin and picked up the first quest but when I find a critter with the green paw in the wild and click on him it simply states that it "Failed To Create Pet Battle". Are starter accounts not able to do pet battles? If not, I really wish they wouldn't have let me drop 90% of ingame money on an ability I can't use. Not that it's a huge deal, but I'd sure like to know what the issue is. Thank you.

Pet Battles are disabled on all Starter Edition Accounts
