Meteor Strike has an 80% hit chance, same as Burrow/Lift-Off/etc. It's not mentioned in the tooltip, but nonetheless it's there.

. Things that say 'moderate chance to miss' are 80% hit chance; 'high chance to miss' is 50% hit chance. There are plenty of cases where the tooltip doesn't specify a higher than normal miss chance, e.g. Deep Breath and Mana Surge have an 80% hit chance but don't say so, etc.
That said, I've noticed an abnormal amount of misses myself, and many misses that don't even say they miss, just the animation going off, but no floating text. The combat log does state that it missed, however.
I'm noticing this too, in particular with the ramp-up abilities such as Arcane Blast, Frog Kiss, Sleeping Gas, Vicious Fang. The first one or two times you use it, it often misses but doesn't report a miss in floating text: the combat log records the miss though. It's only the first one or two uses, and it still builds up stacks. Screeching Gears is similar to Sleeping Gas/Frog Kiss, so it might be in this category too. Many abilities had their coding tweaked this patch, so it's possible that this category of abilities had some undocumented additional miss chance added (intentionally or otherwise).
I'm not noticing abnormally high amounts of misses in general, which makes me think it may be case-by-case for particular moves.
