Yes it can. I fished up a second one before and got the pet again.
That was when there were no pet battles and stuff and I ended up deleting it.

I started fishing for it with fishing skill 1.
After 20 casts i got Mr. Pinchy and the crawdad on my first wish.
So nope.

I've been after that little bugger for a while, intermittently, but still have had no luck getting him to drop. Good to know I'm not wasting my time though, at 450ish for fishing and focusing on the pools. I just need to have some patience!

I think Pinchy ONLY drops from pools... Highland Mixed Schools... just to keep you from wasting time.

What if u don't see any "pool's"? i only find the lakes and waters but no "pools".

They are little round accumulations of fish in the lakes and waters. If you don't have the pool tracking ability you can still find them quite easily just by visibility and they will have a tooltip on mouseover as well.
