are there rare quality pets available for every pet available oe only some? ...for instance the Adder pet, I have only seen common and uncommon.

All wild pets can come in every quality from poor (grey) to rare (blue). Keep looking, some are just incredibly hard to find.

After soooo many clears of them on multiple servers I was determined the adorable little stunted shardhorns didn't want to spawn in rare quality. I finally checked back on my home server last night and found they'd already been cleared...except one...inside a tree. A little creative positioning and an interact key bind and and finally his (to my surprise) blue behind was caught
