I had a tough time catching those as well. Ended up parking a few alts at their spawn areas and checking in after Realm restarts; with everyone after the Minfernal, I usually had the entirety of the spawns to myself.

It still took half a dozen restarts to get both Rares, though.

Indeed, I caught mine in Elwyn on launch day. Just be patient and eventually the RNG will favor you. They did seem less frequent to me than other pets in the zone, though; I even caught a Rare Black Lamb before getting a Fawn, and on launch day Lambs were being targeted pretty heavily.

Sounds like a bug, but it might be intended behavior. Just report it as a potential bug and keep playing. And enjoy your Rare.
