If you have four Fossilized Hatchlings, then you have four characters with archaeology high enough to make the pet. One character cannot make four fossilized hatchlings. Mounts and pets are considered archaeology rares projects, which can only be completed once per character.

I haven't checked since pre-Mists, but I know before account wide pets, you could get the same croc more than once. Only my rogue had Snarly, while my main got all the others multiple times and never Snarly.
