I actually just got this pet as a drop from Kel'Thuzad as well, when my fiance and I two-manned it--so it seems the achievement listed is not the only way to get this nostalgic little frozen furball! We had even joked beforehand we were there to steal his cat, not knowing it could drop. :c We got the Loatheb pet in  this lockout also, so it looks like the drop rate may be a forgiving one.

He doesn't "toss" flowers at the owner's feet. Each time mine has sprouted flowers for me, it is preceded by an almost Regrowth-like casting animation, with the green swirls of magic. Just goes to prove he's a true Moonkin, that would've popped him out of form otherwise. Or he's an Herbalist. ;)
