As of 5.1, this pet is more animated than it previously was.
The animations have certainly been sped up. For example, it's tail whips around in the air quicker than before, and it flaps it's wings more often. However, it also no longer resembles an actual kite. It does not float up in the air anymore, and instead waddles behind you on the ground.
I love the sped-up animations, but I dislike the fact it no longer floats.
