Best place I found is north of the Krom'Gar Fortress in Stonetalon Mountains. Caught 4 before finding two uncommon.

Re: Topaz Shale Hatchling

I found quite a few showing up while battling the Amethyst Shale Hatchlings in the caves below Maraudon. Did 5 battles, 3/5 having a Topaz as the secondary pet. Good luck. :)

 

Update: Just found a few[3+] battleable ones in the caves (specifically the cave with the orange crystals) near the entrance of Maraudon!
