I trie NPS scan too - same problem. After about an hour I found him walking with 3 adults next to desolation hold. I saw hardly any giraffe's to start with an then all of a sudden they were everywhere! I think it's just patience and luck.

For interest I'm up to the Cassandra Kaboom point in the quest chain.

I got it behind Valgan's Field (in between the field and the lake where the trees are). He turned up as the second pet in a fight with a rabbit.

And found another one south of Forsaken Rearguard, near the water.
