I just found three of these in a row on my realm - the first I found just outside the main entrance to Gnomeregan(instance). It was poor quality so I started killing the irradiated roaches around there and another spawned, but I let someone else have it so I don't know the quality. Killed the rest of the roaches and went outside and found a green quality in the airfield. (I also ran around killing snow cubs for a tiny bit....they made me angry) Hope this helps!
