I don't think you can use the chickens outside Ironforge... I tried and tried but it never worked. Their name is not "Chicken" but "Dun Morogh Chicken" - does that make a difference? I travelled to Westfall and within nine /chicken macros BOOM! - I got the quest from the chicken.
