Just found one at 12:50am CST/Server on Ravencrest at 57.95/48.43, on the hill a little behind the Horde Flightmaster outside Everlook. Uncommon Quality.

 

This one is definitely sports one of the longer spawn times from what I have noticed. I kinda lucked into catching it, as there were about 4 people flying over Everlook fighting to engage Robo-Chiks and Rabid Varmits.

 

From what I can tell this pet does not appear as a secondary.

I just found a lot of these little guys all around Kun-Lai Summit at 8:00 pm CST/Server on Ravencrest. After 15 minutes of farming I caught a rare.

 

Just a heads up guys, be careful of bringing Dragon, Critter or Mechanical pets to fight the Runt. A common one nearly wiped out 2 of my rare lvl 25 team by the time we got him in the trap!

I got an uncommon on 11/28/12 inside of Gnomeregan. I found 5 total, all on the path leading to the dungeon entrance, 2 poor 2 common and 1 uncommon.

  I had stopped in at New Tinkertown the night before and hung out for a while, but no spawns. I logged out  and when I logged back on the next day, around 4:30 server/CST, I entered Gnomeregan and found the previously mentioned 5.
