I killed ~20-30 sandworms in Silithus because I wanted meat, and it dropped an Oozing bag. Apart from a few silver could and some roots there was a disgusting oozling there too! Both the money and the root has gone disgusting after it's been there for Alune knows how long...!

So Silithus, and those sandworm creatures.

Got it after 10-15 kills of Ebon Whelp's in Wetlands.
Same targets can also drop the Tiny Crimson Whelp - but I havn't been lucky enough to find that while I was searching for the Dark Side of the family
