Have tried looking for this at night, during the day, and just now.. finally, found a lone poor quality up in the plateau behind the Portal in Blasted Lands.

Realm time was around 9:30am on the Blade's Edge server.

These are EXTREMELY rare to find at all it seemed when I went after them today.   Slaughtered everything I could to see if it helped with spawning, but nothing happened right away.

Maybe it was because I had just finished off Broodmother Slivina, the golden elite in the area, but it wasn't long afterwards that I found a RARE.

Time was around 5:20pm realm time.

*edit*  Noticed that there were no other spawns after my battle.

Found three of these hanging around the Dalaran Crater.. and there were plenty of rats.

Amazingly, I was also able to capture my Rare as my first battle!

Next two were both poor though.
