Got my rare one in the middle of Snowdrift Plains around 8:11 st. Saw at least 5-6 foxes around here. Temple of Life is another good spot as well as south of Valkyrion around ice lakes - about 4-5 at a time

Around 8:30ish pm server time 8-10 of these beauties spawned all over Coldarra. Got my rare at 35,31. Good luck yall.
