You do not have to do any PVP to get the tokens, though it is quicker if you do. The northern part of Tol Barad is not a PVP zone.
If the battle is in progress or about to commence you can actually use the gate on the bridge to enter the area rather than use a portal or queue.

This bugged for me a few times. I thought it was addons, but disabling them didn't help. However, dismissing my pet (as in Warlock demon) prevented any further problems.
Well, apart from it being very frustrating and a bit manic :P

Zul'Mashar is indeed a good place to farm. My records show a 12% bag drop rate and it was in the 58th bag - well, in fact the bag contained two of them for some bizarre reason. Shame they are BOP. Anyway, that makes it a 0.5% drop roughly whilst you have the buff.
